The best build for Clancy is the Star Power Recon, which helps you reach Stage 3 faster, where Clancy is very powerful. For the Gadget, Tactical Retreat provides more mobility. For Gears, Damage and Shield are generally the best choices.

Clancy Brawl Stars Guide
attack
Clancy’s attack pattern changes as he progresses through stages, similar to Surge. At Stage 1, he shoots a single bullet straight ahead, dealing 1200 damage. At Stage 2, he fires two bullets directly forward, dealing 1400 damage. By Stage 3, he adds two more bullets that travel diagonally, resulting in a total of four bullets per attack, dealing 1600 damage.
Super
Clancy’s Super unleashes two streams of 8 bullets each, dealing damage unpredictably within a cone-shaped area. As he fires, the streams initially converge directly in front of him, then spread outward to the sides before coming back together. At Stage 1, each hit deals 1200 damage. At Stage 2, the range of these projectiles increases. By Stage 3, the damage of each bullet is boosted by 16% (1400).
Traits
Clancy earns tokens for every projectile that successfully hits from his main attack or Super. He needs 9 hits to advance from Stage 1 to Stage 2, and 15 hits to progress from Stage 2 to Stage 3. If he’s defeated, he’ll retain his current Stage when he respawns.
Snappy Shooting
When activated, Clancy earns double the amount of tokens for all projectiles he fires during the next 5 seconds. It’s best to use this ability when you have all your shots fully charged and when you’re certain you’ll hit an enemy.
Tactical Retreat
When Clancy uses this Gadget, he dashes forward in the direction he’s facing and instantly regains 1 ammo. Like Maisie, he also stuns any nearby enemies as he dashes. It’s best used to dodge a fatal shot or to play aggressively. You can also use it to cancel an enemy’s super, like frank’s.
Recon
This Star Power gives Clancy 3 free tokens at the start of the match.
Pumping Up
This Star Power allows Clancy to fully reload his ammo whenever he defeats an enemy Brawler, making it easier to chain multiple kills.
