The Star Power Ink Refills and the Gadget Phat Splatter are the best ones in every mode and every map. Ink Refills enables Otis to be more powerful and kill tanks easily. It adds 920 damage for every attack, which is really strong. The Gadget is also very useful because of its range, since you can finish enemies, or even prevent them from going in some direction by controlling a zone with the Gadget. Otis relies a lot on his Super, that’s why the Super Charge gear is really helpful for Otis, he can cycle Supers easily and always have one when a tank or an assassin attacks. Like every other Damage Dealer, the Damage gear is strong for Otis because he often faces high HP brawlers.
Phat Splatter
Otis's next attack shoots giant ink ball that leaves a puddle, dealing 1150 damage over time for 3.8 seconds.
Damage
Deals 15% EXTRA DAMAGE when your brawler is below 50% health
Otis’s Super now also stuns for 1.5 seconds on impact.

Other build
The Star Power Stencil Glue can be efficient in some situations, because enemies are very vulnerable when they’re hit by Otis’ Super, but it remains way weaker than the other one. The Gadget Dormant Star is pretty useless, because it’s hard to play (you have to “waste” a Super) and it rarely gets any value because even if an enemy walks on the Star, your team might not be next to him. When Otis is played in bushy maps (often to counter tanks), you should use the Speed gear instead of the Damage one to keep distance or surprise enemies in the bushes.
Dormant Star
The next starfish will stay on the ground if an enemy is not hit, laying dormant until an enemy gets close.
Stencil Glue
Cil mightily squeezes the enemy with all his might. Preventing them from attacking for 33% longer.

Otis Brawl Stars Guide
attack
Otis throws 3 ink drops at the enemies, each one deals 920 damage. Ink drops’ speed is pretty high, so it’s quite easy to aim with Otis. Otis deals much damage, and can kill any enemy really fast, even a tank. You can also face mid-range Brawlers without too much difficulty, because Otis’ range is good.
Super
Otis shoots a Star. The enemy hit by the star is unable to attack (with Gadget, main attack or Super) for 3 seconds. This Super is really one of the strongest in the game, because you can easily kill an enemy in 3 seconds, especially at close range with Otis. This Super often means free kill, and Otis can cycle it pretty fast.
Silent Stunner
Otis’s Super now also stuns for 1.5 seconds on impact. He also receives a 25% speed boost, a 25% damage boost and a 5% shield.
Dormant Star
Otis’s next Super, if it hits nobody, will stay on the ground, invisible for enemies, until one of them walks on the Star. It’s a trap for enemies that has the same effect as a usual Super if they can’t remember where you put the Star. Always stay close from your Dormant Star when enemies are close from walking on it.
Phat Splatter
Otis throws a circle of ink on the ground, with much more range than his usual attack. It deals 1150 damage at the impact, stays on the ground for 3.8 seconds, dealing again 3 times 1150 damage each second. This is a pretty versatile Gadget. Indeed, you can use it to finish enemies that think that they are out of your range, or you can use it, to control a small zone and prevent enemies from going there.
Stencil Glue
Otis’s Super lasts 1 extra second. This Star Power is powerful against high HP brawlers (to have more time to kill them while they’re muted). Otis will be even stronger against tanks and Assassins but a bit weaker against other types of Brawlers.
Ink Refills
Otis now throws 4 ink drops instead of 3. This Star Power is broken and enables Otis to be a strong Brawler even against mid-range Brawlers, because of how powerful his main attack is. Because it’s quite easy to aim with Otis, enemies will fear you even when you don’t have your Super. Moreover, this Star Power enables you to get back your Super in only 3 attacks instead of 4.
Otis Brawl Stars Pro tips
Prevent enemies from defending in Brawlball
If only one enemy is defending the goal, you can pass the ball to yourself by shooting on a wall, and use your Super on the enemy. He won’t be able to defend you for 3 seconds, which should be enough to score.
Use the bushes to surprise enemies
Otis deals huge damage at close range. Use this strength, and wait for enemies to come close to you, even tanks if you have your Super. You will destroy them in just 2 or 3 attacks and cycle your Super.
Hit enemies behind the wall with your attack
If you shoot ink really close from a wall, you can actually get 1 or 2 ink drops that will touch enemies behind the wall. You need to aim really precisely, but it can be useful to finish enemies thinking that they’re safe.
Keep your Super when facing an Assassin
When you’re facing an Assassin with huge damage at close range, you should keep your Super for when he will jump/dash on you or on your allies, because it can be dangerous to not have it against Edgar, for instance.
Hit enemies behind walls with your Phat Splatter Gadget
You can finish off an enemy that has less than 1150 HP if he is hiding behind a wall. Just shoot your Gadget on the wall and it will touch the enemies that are behind it.
