The Best build for Tara is Healing shade Star Power with the Support From Beyond Gadget.
With this setup, her Star Power can back you up when you or your teammates need healing support. Her Gadget can serve a dual purpose : it can be used for offensive assaults and for defending against enemies that can target only one opponent at a time. As this Gadget is particularly strong use the Gadget Cooldown as the first gear choice.
Additionally, using the speed gear can be highly advantageous in maps with lots of bushes, as it allows Tara to move stealthily and take advantage of sneak attacks.

Other build
The Black Portal Star Power is ok in most scenario, but the other SP has more value. The Pshychic Enhancer can be useful in heavily bushed maps but it is still weaker than the other one. In non-bushy maps, you can use the Damage gear instead of the speed gear making Tara a bit more dangerous. Finally, the vision gear can be a good alternative when you need to clear bushes and it works very well with her type of attack.

Tara’s main attack consists of her throwing three tarot cards at once in a fan shape. The cards can pierce through multiple enemies, making it a very effective attack for controlling crowds and dealing damage to multiple targets at once. Each card hits 960 damage for a total of 2 880 damage at close range
Super
Tara’s Super ability creates a black hole that pulls in all nearby enemies. This Super can be used to control crowds, deal damage, and even interrupt enemy attacks. It is extremely powerful if you manage to target two or three enemies in your Super.
Supermassive
When activated, Tara’s Super has a larger radius of effect. She also gains a 24% speed boost, a 25% damage boost, as well as a 5% shield boost.
PSHYCHIC ENHANCER
Psychic Enhancer, allows Tara and her teammates to see all enemies that are hiding in bushes. This gadget lasts for 4 seconds
SUPPORT FROM BEYOND
Tara’s Gadget, Support from Beyond, summons three shadows to support her in defeating the enemy or destroying the objective. The shadows have 1080 health each and deal 665 damage every 0.6 seconds. These figures automatically despawn after 6 seconds.
BLACK PORTAL
Tara’s Black Portal Star Power grants her a duplicate of herself that materializes at the center of her Super and proceeds to engage the enemies in combat.
